Planning permission is not always required. The rules for when you do need planning permission depends on whether the proposal falls within Permitted Development.
Building Regulations are there for the technical aspects of the building, to ensure it is structurally sound, fire resistant, acoustically designed, energy efficient and provides a safe environment for the occupants.
